Regional centers are nonprofit private corporations that contract with the California Department of Developmental Services to provide or coordinate services and supports for individuals with developmental disabilities. Eligibility for ServicesTo be eligible for services, a person must have a disability that begins before the person's 18th birthday, be expected to continue indefinitely and present a substantial disability. These disabilities include mental retardation, cerebral palsy, epilepsy, and autism as well as disabling conditions found to be closely related to mental retardation or to require treatment similar to that required for individuals with mental retardation. A person whose disability is solely physical in nature is usually not eligible. Eligibility is established through diagnosis and assessment performed by regional centers. Infants and toddlers (age 0 to 36 months) who are at risk of having developmental disabilities or who have a developmental delay may also qualify for services. Delays can be related to cognitive development; physical and motor development, including vision and hearing; communication development; social or emotional development; or adaptive development. Also, infants and toddlers who are at high risk have conditions of known etiology or conditions with established harmful developmental consequences as well as those with a combination of biomedical risk factors. Developmentally delayed infants and toddlers are those who are determined to have a significant difference between the expected level of development for their age and their current level of functioning. Individuals at risk of having a child with a developmental disability may be eligible for genetic diagnosis, counseling and other prevention services.
